MSNBC's Rachel Maddow talks about the lack of democracy in Michigan. Apparently, whenever a city in Michigan goes bankrupt then there is an appointed overseer. An overseer or an emergency manager conducts the city according to their rules. Residents still vote in elections but the emergency manager makes the final call. This in my opinion is not a democracy yet America takes pride in promoting fair government. When one person makes a decision for a whole city, that's a dictatorship. Furthermore, it's a coincidence that the cities in Michigan that need an "overseer" have a predominately African-Americans population.
